The long vision
The plan is a phased build toward a large industrial smart city with a promotional target population of about 1 million over roughly 30 years, anchored by semiconductors, solar, manufacturing and logistics. The digital and data-centre push
Gujarat launched the Viksit Gujarat Data Centre Policy 2026-29 on 9 July 2026, targeting over Rs 6 lakh cr investment and 7.5 GW of data-centre capacity state-wide, with Dholera named the primary location. TARGET
Important: the Rs 6 lakh cr and 7.5 GW are a state-wide target, not capital committed to Dholera. The concrete, confirmed Dholera data-centre step so far is the L&T-Vyoma agreement.
The honest caveats
The honest risk list: timelines slip (airport, fab and rail dates are targets, not guarantees); most of the 920 sq km is still unbuilt; land acquisition was litigated; water is a real constraint (current desalination ~20 MLD); and the market is full of broker claims, unverified prices and 'assured return' pitches that are not backed by any government source. Yes, delays are documented and we do not hide them. The DMIC was announced around 2009, land transfers ran 2011-15, then the Gujarat High Court stayed the SIR land acquisition in 2015 after farmer petitions, and a 2017 report found only about 290 of 900+ sq km then secured. The counter to 'nothing is happening' is equally real: the Tata fab is under construction, ~300 MW solar is operational, and the expressway and Activation-Area trunk infrastructure are reported done. Both things are true at once.
