Why Dholera Is Called a Smart City: What That Actually Means

Smart city is a much-abused phrase. In Dholera it points to something specific: infrastructure built underground first, run from a central command centre. Here is what that means, and what is actually in place today.

We separate the built-and-reported from the planned, so nothing reads as more finished than it is.

What smart means here

In the Activation Area, the reported build includes underground utilities (power, ICT and fibre ducts, piped natural gas, potable water with smart meters and leak detection), a recycled-water network, stormwater into a 6.5 km canal, a water treatment plant of about 50 MLD, and about 72 km of internal roads (18 to 70 m wide) with pedestrian and cycle lanes and a reserved rapid-transit corridor. REPORTED

The Integrated Command and Control Centre in the ABCD building runs utilities and safety. Some promoted features (a common walkable utility tunnel, district cooling) are not officially confirmed, so we flag them as promotional.

The ICCC, the city's brain

The Integrated Command and Control Centre (ICCC), housed in the ABCD building, is the city's digital backbone: it monitors and manages water, power, street lighting, surveillance, traffic and environment in real time, alongside authority offices and single-window clearance. REPORTED It is reported operational, and it is what lets Dholera be run as a managed smart city rather than a conventional township.

The ABCD building is the Administrative cum Business Centre for Dholera, in the TP2 Knowledge & IT zone on about a 9-hectare plot. DURABLE It houses the Integrated Command and Control Centre (ICCC), the smart-city brain that manages water, power, lighting, surveillance, traffic and environment, plus authority offices and single-window clearance. It has a LEED Gold design and is reported structurally complete and operational, though the exact inauguration date is not confirmed. REPORTED

Plug-and-play infrastructure

It means the underground trunk utilities (power, water, gas, ICT and fibre ducts) are built before above-ground construction, so a plot comes with services already at the boundary. REPORTED In the Activation Area this includes a 50 MLD water plant, ~72 km of internal roads, recycled-water and effluent networks, and the ICCC command centre. It is a core part of Dholera's pitch, delivered so far in the built-first Activation Area.

Per the sanctioned plan profile (under construction): Power 3 x 66 kV substations, 400/220 kV transmission (70 km + 30 km), 115 km underground power duct. Potable water 100 MLD available, 50 MLD treatment plant, 10 ML reservoir, 82 km pipeline, non-revenue water under 5%. REPORTED

Recycled water 10 MLD STP, 20 MLD CETP, 81 km recycled pipeline. Solid waste 25 TPD segregation, 30 TPD bio-methanation, two 25 TPD incinerators and a 28-ha integrated landfill. REPORTED These are sanctioned-plan figures, base around 2016.

A green-grid city

Dholera is planned as a solar-powered green-grid city, anchored by the Dholera solar park (~300 MW operational, 1,000 MW sanctioned, 5 GW target). TARGET The state Data Centre Policy also carries a 51% green-power mandate for data centres. REPORTED The clean-energy positioning is real in intent; the full 5 GW is a target, not installed.

The plan is an IoT-managed, solar-powered green-grid city with residential, commercial and recreational zones close together, and an ICCC running utilities and safety. TARGET This is the vision: residential habitation is still early, since the city is in build-out, so day-to-day livability today is limited. REPORTED
